The CUT FATT petition urges the FCC to:

Declare that DTV royalty demands exceeding international comparables are presumed to violate the FCC’s existing rules, and each patent holder demanding higher license fees be required to provide that its fees are reasonable and nondiscriminatory.
Initiate a rulemaking proceeding to establish basic rules for the licensing of patents essential to implementation of FCC-mandated DTV receiver standards, requiring all essential patent holders to form a license pool that would be reviewed by the agency to determine whether licensing terms are reasonable and non-discriminatory based on international comparables.
